GE 29884 Decent UHF antenna, basically rabbit ears for VHF, so that would explain reception problems on Tampa NBC, CW, CBS, Fox, and PBS, which are all on VHF. As has been pointed out previously, the "broadcast encoding rules" aren't laws or regulations, they're just what the broadcasters that make up A3SA agreed to. They can change those rules at any time if the majority of the voting committee agrees to change them.

Since it's a Windows PC doing the recording, there's also a good chance that the problem is software, not hardware. WBBM is the host broadcaster, so it's not technically low power, just VHF, though running at less power than most VHF broadcasts these days. All HDHomeRun devices function as gateways, taking broadcast or cable TV and making it available to other devices over the network. Of course, only the models with ATSC 3.0 support (CONNECT 4K, FLEX 4K, SCRIBE 4K) matter to this particular discussion.
