Article makes it seem that new models will be capable of recording DRM over network tuners.
Does that mean already released HDHomeRun tuners won't be upgradable to work also?

Since Silicon Dust already said the encryption support on ATSC 3 capable tuners would be added cia firmware updates, I would expect that if you have an ATSC 3 capable tuner they will offer the upgrade. If you have older hardware, no.

Your link won't work as it includes a banned word of the forum.
I think you are misinterpreting the word "new" used 8 times in those couple of paragraphs. Nothing (yet) requires a "new" device when it comes to HDHomeRun its the same thing that has been talked about in the encryption thread(s) for over a year, the only thing different is that now a3sa has moved a bit on at least some definitions to "guide" the developers of such
