Do you have the network set as Private in the Windows network settings?
Is the PC's IP address in the same subnet as the HDHomeRun's?
Do you have any third-party firewall/security/antivirus/antimalware software installed on the PC?

It is not possible to limit it to a specific interface.
Not all that familiar with TrueNAS, but from a quick read it looks like you need to create a bridge interface, add the physical interface you want to use to that bridge, then enable VNET on the jail and have it use that bridge.

Presumably you don't have line of sight to have signal strength numbers that low with that antenna and that amplifier at that distance.
